Rightly or wrongly, personality traits like charisma, humor, charm (many of which are hard to define, but one knows it when one sees it) play a role in politics. I'm reminded of a line in a book I read once on the Caesars. "Caesar Augustus could make a friend by the way he told someone no; Tiberius could make an enemy by the way he told someone yes."
