Dr. Brands, I've always liked your views on the second term and as to what past administrations current administrations should aspire to. What is your view on how the Republic of Texas set up their presidency rules i.e you can run for 2 terms but they cannot be consecutive? Always enjoy your newsletter.

Allowing only nonconsecutive terms eliminates most of the advantage of incumbency. So that's a good thing. In some countries that use it, presidents stick a placeholder in office who will allow them to regain the spot when their out-of-office time is up. Putin did this in Russia, to his benefit and Russia's detriment. The system served the Texas republic well, because it allowed experienced people to return to office, though not at once. And small political systems like that of Texas then needed all the experience they could get.
